What Is Electronic Tariff Publishing?

An electronic tariff is an international passenger fares or rules tariff or a special tariff permission application that is transmitted to the Department via an electronic medium and contains fares for the transportation of people and their luggage, as well as associated data such as arbitraries, footnotes, routings, and fare class explanations.

Some people define it as a logically organized list of products or nomenclature. This customs tariff nomenclature lists all commercial goods traded internationally, with each item assigned a unique code number.

The correct classification of goods in the customs tariff is the foundation for a smooth and uniform clearance. In import, tariff classification is done by coding the description of the goods up to the 11-digit level. The code number is much larger for market regulation purposes and can go up to eight digits when exported.

The customs duties and the criterion used to determine the duty payable are contained in each code number. Furthermore, legal consequences can be derived in connection with cross-border goods movement.

Tariffs showing all rates, charges, classifications, rules, and practices between all points or ports on their service routes must be published and kept open for public inspection in automated tariff systems by all NVOCCs operating in the United States trades.

Tariffs must be made public, keeping the following things in order:

An NVOCC must provide the Commission with its organization name, home office address, name and telephone number of the firm's representative, the location of its tariff(s), and the publisher used to maintain its tariff(s) after a license has been approved.

This information must be submitted using Form FMC-1. An organization number will be assigned after Form FMC-1 has been reviewed. Any changes to the information on Form FMC-1 must be reported to the Commission right away. An agent for service of process in the United States must be listed in the tariff of a non-US-based NVOCC. The Commission publishes a list of all OTI tariffs online.
